B5 was a diplomatic station, and it makes sense to put the CIC in the docking section, where all the major work goes on for the station, docking, etc. It also enables the Commander to actually visually see incoming vessels, dignitaries, etc, without having to resort to holographics or electronic screen projections. B5 was never meant as a battle station, and its design reflects that, the majority of its space dedicated to living quarters and living sections.

Putting the CIC in the center of the station might centralize things, but then you have to dedicate an entire section of the centerline of the station towards the CIC and all its dependent sections; easier to put CIC, the security stations, med-lab, etc, with the "Docking" section of the station, in "Blue Sector".

Function: C&C, Docking Bays, Customs, Medlabs, Personnel Habitation, Administration, Babylon 5 Advisory Council Chambers

Brown Sector
Function: Commerce and Transient Habitation

Green Sector
Function: Diplomatic Habitation and Facilities

Red Sector
Function: Habitation, Commerce and Leisure Facilities

Gray Sector
Function: Construction and Manufacturing

Yellow Sector
Function: Zero-Gravity Cargo Bays and Docking, Maintenance, Defense Systems

I believe our XO's station during GQ was DCC, not CIC. but it might be different for carriers than for other fighting ships.

Yes, the XO is almost always in another section of the ship from the captain on the bridge. Just in case they take losses on the bridge. On ships big enough for that, anyway...
Some nations go so far as to have 2 complete bridge sections and crews for them. But that cuts down on lots of more important things for most ships. Weapons, munitions...
 
We had double manning for all propulsion plant spaces for GQ, as well as emergency spaces (normally not manned). Those spots were usually reserved for the most senior and most experienced personnel. Me, I manned a repair locker...! :p

And a very piss-poor piece of tactical starship design it is to!!!

I mean the mark one eyeball is mostly useless when your targets are several hundred thousand km away, why do you need to see out?

Well, the Olympus is a very old ship in the show. We were still learning by then. But what about the Hyperions? That round module... is that the bridge? One of the Hyperions got hit there by the Valen'Tha's escort. If it's a bridge, maybe it's not all that important. If not poorly placed, that has to be the scariest place to be in a combat situation anyway...

So I guess I'm kinda more into the idea of having command centre(s) of a Warlock burried deep under those plates upon plates of armor 8)
 
That round module on the Hyperion isn't the bridge - it's a sensor array. The bridge is somewhere in the tower according to the deckplans.
 
I look at the Hyperion and see a sort of space-based submarine. Complete with conning tower...

I'd say it's underneath where you'd rather expect to see a periscope pop up...
