And to clear things up even more, my comment was expressing surprise that a Legend supplement would have banned a race from having a profession.

I assumed it was a misunderstanding of the text rather than an actual ban.

Aaand... to clear things up even furtherer, Mixster's point was that halflings seem to be banned from becoming warriors. Nowhere in MC text does any such ban occur (as I say, I can't speak for MoL, but I doubt my text has been amended that much). I don't think any of the sapient races are specifically banned from a particular profession - although cultural background may dictate some options, just as they do for humans.

Why, don't they all have their own characteristic rolls as per MoL or other sources?
If they had different dice rolls for each statistic, then the players would have to roll each stat in order and keep it, as opposed to rolling all of them and arranging as desired.

I wanted to be sure the player who wants to play the elven diplomat doesn't accidentally roll the minimum value for charisma and get stuck with it; this way he could put that number in one of the other 5 attributes that use 3d6 as the base roll.

If the player wanted to play an elven diplomat, and rolled minimum for Charisma, I'd let him start again. Rolling stats is either the first stage, or the second after deciding on a concept, so it's not wasting much time - especially if they have a clear Idea of what they want to play. (This is NOT the same as saying allow the player to keep re-rolling until they have maximum scores in each stat!)

eg - Roll 4-6 sets of Stats and pick one to develop into your character (you can always work out the others for use as "spare" or "replacement" characters, Henchmen, or NPC's in your own game...)
 
Or they could generate a Saurian Sport from my Reptilians book, build up her skills and sorcery to an enormous level, then settle down and convert her into a Saurian Queen, rerolling her stats, particularly INT and SIZ, to enormous proportions.
