Now, I'm not even talking about the elemental bending at the moment;

How hard would it be to implement the style of combat seen in the show; much more martial-artsy.

Then Again, the bendingwould be pretty cool too.

Maybe Legend is a bad fit for this playstyle, as it may not be gritty enough, but I have yet to find a good fit for it. Hmm..
 
I was thinking about doing a Avatar: The Last Airbender conversion around the time I was doing Eberron.. but I arrived at the conclusion that legend simply does not fit to the style.
Bending would be cool to implement, but would be rather overpowered. The way the show allows non-benders to get through by speed or something similar would be very hard to implement in a good way in Legend.

Also, if in doubt - if no one lies decapitated on the floor often, then it's no good match for legend :P (or something... )

Hey if you are looking for a system that kind of has the feel of avatar, try Exalted, specifically Dragon-blooded. I love the legend system but it is too gritty for something like avatar. Exalted is high fantasy over the top martial arts and power and is made for that style of play.
 
But how would it handle Sokka,Suki and the other Kyoshi Warriors, Ty-Lee, and Mai? The non-benders.

Would they be useless?

HeroQuest. Smallville. They handle differences in power scale (if that's the right phrasing) among PC's elegantly.

I've seen a few Avatar: The Dresden Files/FATE RPG home rules floating about the digi-tubes. The evocation rules may be a good start-point for bending.
