LASERs, Armor and Reflec Question / MgT2

I'm a little confused on energy weapons (LASER weapons in particular) and armor. Let's take cloth armor as an example. Does Cloth offer any protection against LASERS? It is described as a ballistic cloth that spreads impact damage, but, unless I am missing it, it does not explicitly say that it does not provide protection against LASERs. The only armors that have a strictly mentioned difference in protection are Reflec and Ablat.

Armor applies equally to all forms of damage unless it specifically states otherwise (like Reflec and Ablat do).
