Dundjini by Fluid is a good one.
I think it even has a modern tileset or two.

You have to purchase the tilesets separate from the actual program (it does come with a few when you purchase the base program, but they are mainly fantasy), but there are some free fan made ones on the net so you might be able to find what you need without shelling out extra cash.
Theres even a demo available on their site so you can test it and see if it fits your needs.
