In a campaign fleet, you are allowed to swap the CQ values of 2 ships at the very start of the campaign. This is to represent the "Admiral" hand picking a good crew for his flagship. But in a different way, ISA get a +1 to Crew Quality to a max of 6, Vree get a +1 to CQ checks.
So in a campaign if you randomly roll a CQ of 6 for an ISA ship it gets no bonus, but a Vree ship in the same situation will as the bonus is applied to CQ checks and is not subject to a maximum.
