What type of ships are GMs/PCs looking for?

High Guard 2022 3 crew Pilot, Astrogator, Engineer. That is my reference design.
Which doesn't match the rules. I can go ahead and say the pilot is also the medic, the Astrogator is also the sensor operator and engineer is also the mechanic, same as they are doing on the HG listing. Since the gun has no weapons mounted, the gunner is not needed, same as in the HG listing. Therefore, only 2nd engineer needs a berth, and look, there it is.

Medic / 120 crew so no medic. Mechanic for every 1000 tons (/500 tons if you call it military) so no mechanic. Sensor operator /7500 tons (military only) so none needed. You to need the 2nd engineer but to keep the functionality that means adding a 5th stateroom. All per High Guard 2022.

So which rules are you using?
