Biological Brains?

After reading over the RH and all of the stuff on Brains, I wondered something. What is the TL for making Brains biological instead of electromechanical? Basic Brain? Advanced Brain? Very Advanced Brain? Etc...

Doug Rapp did some Approved for Use With stuff back in the 80s that had biological computer brains installed on starships at TL 16.

We can do that at TL 0, no factory needed.

In T5 semi organic brains appear on the TL table at TL11, an organic clone brain would be TL13.

Do you have a book and page number? I can only find semi-organic brains in T5.

Also... Should I use the same rules for Reprogramming for organic brains as for electromechanical brains?
