I haven't seen any rules for hitting friends or foes, if you miss your intended target, but I use the rule that is in B5.
If you miss a target with a missile weapon, then roll a straight d20, apply no bonuses, for every target, beginning with the closest one, until you either hit or run out of targets. The DC is the Defence of the target.
It works just fine, and criticals are used just as usually. It's not easy to hit anyone, but innocent bystanders are a different matter, especially if it's the first shot fired, then people around might not be aware of the threat and just have a Defence of 10 (flatfooted).
