That sounds like an excellent idea!
Not all scenarios will be tilted towards one faction or another: it just so happens that the first three are, and that was a deliberate approach to help get new people familiar with how the dynamics of the three major factions in Glorantha work. So no, you don't need to have a series of alt characters although some people might have such a preference. But an Issaries trader is generally welcome through most cultures so I think your idea is a good one.
