Road of Kings might be what you're looking for but no, Hyboria isn't like other d20 settings that have massive conspiracies that affect the entire world. The only thing close to it you can find if you read the section entitled "The Hyborian Age" has to do with the future of the civilized races: The barbaric races -- especially the Picts -- overrun Hyboria.

All of this goes back to Howard's comment that "barbarism is the natural state of mankind".
