Air/Rafts in orbit

What is their speed/effectiveness if theyre vacuum proofed and so on?

I'm looking for where it highlights their reduced performance, if any, out of orbit. This is ofcourse regarding Grav-powered-vehicles.

As I understand it, any grav vehicle is capable of reaching orbit and maneuvering in orbit, but only out to the range of the gravity well. Unless you'd really need to determine it for a specific scenario, I'd say let the grav vehicle travel at it's maximum in-atmo velocity in vacuum. This would, in theory, allow you to accelerate towards an object outside of the gravity well and coast to a new gravity well - say for example you want to go from Terra to Luna. You accelerate towards Luna till you get to the edge of the the gravity well and then you coast to Luna's gravity well and then decelerate.
