[ACTA-SF] Tractor beams and turning

Another question that's just come up: Can a tractored ship still turn even though it cannot move?

On one hand, a ship that chooses not to move can instead make one turn. On the flipside, are you really making a choice if you only have the option not to move in the first place?
 
'sFunny - I was just thinking about this this morning. Obviously a cosmic SF vibe. As RAW there's that 'chooses' word against the 'may not move at all'.

Personally I think a tractored ship can't - I don't remember seeing it on any of the shows, for example.
 
I can't remember in FC, but I'm pretty certain that in SFB you could rotate whilst tractored, of course ACTA is based on FC, so I'll have to dig out the appropriate section there to double-check. I'd allow a tractored ship to rotate, just because you've got that Condor tractored you can't relax yet!
