I've got a question about civilian ships and shield ratings below 10. The rules say under the description for the Boost Shields Special Action that for every full 10 points of initial shield rating that the ship may roll one die for Boosting Shields.
The issue I am wondering about is this: how is this handled with ships like the Small Freighter, Armed Cutter, and other ships that have shield ratings below 10? How do they rebuild damaged shields if they aren't allowed to use the Boost Shield Special Action? I could see saying that they don't have enough power to use Boost Shields per se, but then that leaves them in the position of not being able to repair their shields.
Or would it simply be better to say that they can bring up one shield point per turn?
