Well yes mostly true. But my reading was generally done from the point of view of a tournament player, that is, someone who will usually be playing at 5 points Raid. Surely a ship is balanced if it is worth two of the ship at the priority below it, half of a ship above at the priority below it, the same as a ship at the same priority both in the same fleet and different fleets. Of course that is a somewhat subjective decision.![]()

The FAP breakdown is something different and is something of a sliding scale since a patrol ship is worth 1/3 of a raid point in a raid game, but 1/4 of a raid point in a skirmish game.
I think the answer was that neither table in the pdfs was 'correct', just that Matt hadn't made a final decision.
