World Generation: Governments

I am new to Traveller and I have just finished the core rulebook. I am designing a world for my group of players for whom I intend to be the Referee. My question pertains to world creation. The rulebook seems to imply that you don't need to roll for governments on worlds that are smaller than population 6. However, if you do this, how do you determine the law and technology score? I realize different people probably handle this in different ways, but I'm curious what others do in this situation, which seems to be frequent.

Incorrect. You roll for gov type. ~57% of the time there is nothing more advanced than family/clan structure. Which makes sense.
 
I use 2D6 -7 + population in my software. Any value < 0 becomes 0. Any value > 13 becomes 13.

    homeworld_government = roll('2D6-7') + homeworld_population
    if homeworld_government < 0:
        homeworld_government = 0
    if homeworld_government > 13:
        homeworld_government = 13
