Will there be a Kralorela Book?

Kralorela is one of the areas of Glorantha I've always wanted to set up a campaign in, but details of the place are scant few.. enough to wet the taste buds... but nothing solid ever materialised from Chaosium or Issaries
Is there any plans in Mongooses ever shifting schedule?

Yes. There are plans to cover all the major areas of Glorantha. It will be a while before you see it, but its all part of the plan.

There is information on Kralorela in Men of the Sea by Moon Design/Issaries and the keywords for the region by Mark Galeotti were published in the first issue of Hearts in Glorantha. While both are Third Age in nature they cover enough detail to sketch out a campaign when added to the information provided in Glorantha:Crucible of the Hero Wars by Avalon Hill and the Glorantha:Second Age by Mongoose. I have run both Heroquest and Runequest games with great success. TKralorela have remained unchanged since before time, but now the God Learners seek to pervert them. You also have access to good information on Chern Durel and the Kingdom of Ignorance, including the Black Sun in Troll Gods.
