Which PDF counter set is most complete?

The Sky Full of Stars is the most complete. It doesn't contain all of of the ships in the game, as a lot were added for 2nd edition and a 2e counter sheet was never printed.

However the pdf version I have has an error and a page is missing, meaning there are no EA fighters in it, but that may have been corrected since.
 
I believe the original two sets have EA fighters in them. At least I think they do. Been a bit since I looked at my PDFs of them though.

I bought the SFoS counter set pdf. Hmm, I am not seeing any EA fighters. The PDF I just bought has only 20 pages - all counter sheets. No covers or TOC or index either. Is that the whole set?
 
The original acta counter set (not the revised one with the numbers) has EA fighters (starfuries / thunderbolts) on the last page. AFAIK this is the only set that has them, hence why I purchased the PDFs of all three versions (original, revised, sfos). If you want the most complete set you actually need all three. There may be other differences as well, I did not check. Besides, at only about $4 each, it's not like the sets are expensive when buying the PDFs because you can print out all of them you need.

I know there were some counters in some of the old Rules Supplemets books, but not sure which of those were also included in later counter sets.
