Was working on an armored vehicle design and comparison. I referenced the allocation of armor from the Vehicle Handbook then remembered what seemed another reference worded differently. Sure enough, it is in the core rulebook.
Vehicle Handbooks: Armour can be reallocated between the front, rear, top and bottom on a point-by-point basis. Armour can be allocated to and from the side of a vehicle on a 1 point of side armour to 2 points of armour elsewhere basis. If a vehicle has no separate top or bottom armour listed in its description, assume they are equal to the value of the side facing.
Core Rulebook: Even on dedicated military vehicles, the roof and floor tend to be weak points in their structure that a canny enemy can exploit. Unless otherwise stated, all vehicles will use half the value of their side armour against attacks on the roof, and half the value of their rear armour against attacks on the floor.
