Nuts, I've been over thinking again while trying to clean up my clunky spreadsheet with the usual result of not being sure of how the modifications work.

When applying the Performance Customization of Speed I would like to verify I'm not going off on a cliff.

Increase
A TL 12 light wheeled ground vehicle with 10 spaces with a cost per space of Cr750 or cost of Cr7,500 applies the Speed Increase customization one time without any additional modifications. At TL 12 the vehicle's speed is Fast with the one application the speed is now Very Fast, the increase requires an additional space of 10 Spaces x 1 level increase x 10% = 10 x 10% = 1 Space. At this point the TL 12 vehicle would have 10 - 1 = 9 Spaces free for additional components/modifications. The selection of Increased Speed doubles the Cost per Space Cr750 x ( Speed Increase by 1 level x 2) = Cr750 x 2 = Cr1,500 or 10 Spaces x Cr1,500 = Cr15,000.

Decrease
A TL 12 light wheeled ground vehicle with 10 spaces with a cost per space of Cr750 or cost of Cr7,500 applies the Speed Decrease customization one time without any additional modifications. At TL 12 the vehicle's speed is Fast with the one application the speed is now High, the decrease in speed gains an additional space for every 10 Spaces x 1 level decrease x 10% = 10 x 10% = 1 Space. At this point the TL 12 vehicle would have 10 + 1 = 11 Spaces free for additional components/modifications. The selection of decreased Speed reduces cost by 10% per speed decrease level the Cost per Space Cr750 x (1-(Decreased speed 1 level x 10%) = Cr750 x (1 - 0.1) = Cr750 x 0.9 = Cr675 or 11 spaces Cr675 = Cr7,425.

Have I missed the process again and if yes please show me the correct process?
 
Looks like you have it - on the Decrease, calculate cost with 10 Spaces though. The 'bonus' Space is for components and does not reflect the size of the vehicle in any way.

Thank you for the feedback that I'm following guidelines with the exception of the space requirement applied to the decreased speed. Instead of increasing the example's Spaces from 10 to 11 Decrease speed keeps the available Space at 10 until a component is added that requires Space allocation.

Has my revised understanding that a vehicle with 10 space selecting Decreasing Speed returns one space to the original Spaces?
 
Not quite - in terms of the (base) cost of the vehicle, it remains at 10 Spaces. You just happen to have 11 for allocation of equipment.

Thank you again for another clarification.

To me the underlined portion of text does not say that the vehicle's base spaces remains the same and it is able add 11 equipment items.

A vehicle can have its Speed decreased by one Speed band. Each time this is done, it gains 1 Space for every full 10 Spaces it started with, and has its Cost per Space reduced by 10%. If the vehicle is less than 10 Spaces in size, it receives the cost reduction but not the extra Spaces. This may be done multiple times.
