At the tournament Matt said that a part of the suppliment will address carrier opperations and aircraft would indeed get a power boost... but it would be balanced out with fewer flights... or something to that general effect...

They do need attention.

Some rules are there to enhance the game likle the Germans +1 to shooting which isnt a big deal one way or the other but the fact that aircraft are so ineffective needs addressing.
