In the German version it reads "while he is wearing the suit".
 
CosmicGamer - the quote is from Core pg 59. Perhaps I should have quoted more from the book -
  • If the character does not have the requisite Vacc Suit skill for the suit he is wearing, he suffers a -2 DM to all skill checks made while wearing a suit for each missing level.
The redundant while wearing a suit should have been left out or at least changed to while wearing the suit (and apparently females don't suffer the same DM :) ).

To me this leaves several ambiguities and inconsistencies - i.e.:
  • - when missing level 0, or no skill, the DM is -2 instead of -3?

    - skill is suit specific?

    - suits may be skill level dependent?

    - DM applies to tasks unrelated to suit/physical activities?
While one can ignore this rule, Vacc Suits can be very important in certain games (especially planetside) and situations (salvage, repair, decompression) - so clarification could be useful.

As an enjoyer of realism and flexibility in gaming - I also embrace KISS (Keep It Simple Stupid) and 'special effects' (fiction/fantasy).
 
If he's wearing a suit he's not competent enough to run he's at -2 to every other action. If he's not competent on the thing he's DOING then I'd say that goes up to -5, -2 for the suit -3 for the incompetence.

If the thing he is doing is fiddling with his vacc suit.. well he deserves it :D

Yes, I would handle it the same way. :)
 
I read this the same way - except I don't apply the DM to a non-physical/suit related task (psionics being obvious, but I'm sure there are others...)

Also found a reference to the suit specific skill level requirements - in MGT Mercenary (believe someone referred to these earlier - but I didn't know if the source was MGT). The Boarding Vacc Suit requires higher level vacc skill at lower TLs. So with no vacc skill the DM could be -4 (or more).

Battle Dress works in a like manner. In fact, its wording is a lot more precise:
  • If the character does not have the requisite level of Battle Dress skill to use the suit he is wearing, he suffers a -2 DM to all skill checks for each missing level of the skill.
The book emphasizes the 'all' - (in direct contradiction to my ignoring the DM as mentioned above - house rules ;) )
