Use of E-mines (rule question)

When E-mines say they "hit all ships in range". . . does that mean imediately proceded to damage rolls for all ships, or do you need to roll for a hit first? IE E-Mines should read "target all ships at a range of . . ."

I ask because in a recent game someone argued it was similar to a ship explosion where you must first roll to hit and then roll damage.

You do indeed have to roll against hull score before rolling for damage.
