Traveller News Service ??

Journal of the Travellers Aid Society, Challenge Magazine, and Traveller's Digest all had "News Articles" that were put out by the Traveller's Aid Society.

Traveller News Service was where you would get plot hook ideas, and also updates on what was happening in the OTU setting.

Will _Signs and Portents_ be having a regular TNS section?

SJG's TNS items are specifically in the "no Rebellion" variant setting. Note the dates they are currently on.
