That was me, earlier this month. In at least one case, you can apparently get a skill level as part of pre-career rolls, not just in background.
I've been working my way through some characters by myself, just to get a feel for it. Last night, I had a fellow with the Longevity/2 trait, so I let myself go to 9 terms. Not much in brains, but 3 terms in Nobility/Administrator, 2 in Scholar/scientist, 3 in Merchant/merchant marine, and 1 in Frontier colonist. Lots of cash, the guy would make a good patron, ship crewman or party "face"-- somehow missed rolling any combat skills.
