Also, most Universities are planetary and at that planet's TL. So, what happens if you put a branch campus of the University of Vincennes and put it on Gazulin, TL-11. Are they still teaching TL-16 science or are they teaching something else?Yes, but I think the point he is making is that there would have to be a solid school per Subsector (or ~ per Sector for very prestigious Institutions), or a branch campus of an Imperial University or Special Institute (similar to the Imperial Naval Academy which has branch campuses across the Imperium at major Naval Bases or Depots). The scale of the Imperium and the travel times involved mean that having an "appointment" to an Institution of Higher Learning that is 4 Sectors away is not like someone in Omaha, Nebraska getting a Scholarship to Oxford, UK. One isn't likely to just get tickets to the equivalent of a "trans-Atlantic flight" in order to attend. Each Jump is a week of travel, 1 way.
Oxford was founded when the population of England was about 2 million, so any planet with less than a Pop Code of 6, likely do not have a University. The first foreign student at Oxford was around 1,200AD, from Paris. That was a 2 to 3 week trip in 1,200AD. 3 or 4 weeks from Rome. So, travelling for a month or two to attend university was not uncommon in days with long travel times.We have the unconscious tendency to think of Imperial worlds like cities on a modern map. In some cases (based on UWP Pop level) the world is little more than a sparse "colony" or a few settlements (Pop<6) on an otherwise largely barren world, and the analogy isn't all that incorrect. But worlds that have Pop = 7, 8 or 9+ are the equivalent of a modern country, or the entire planet Earth today (or as projected to be 50-100 years from now), and should have more than sufficient infrastructure to have one or several (or more) prestigious Universities (and other industries or corporations) of their own, just like the entire Earth today, depending on Pop.

This makes sense to Me. Thank you.If it is a branch of the University of Vincennes my guess would be that they are teaching their TL-16 science as part of their reputation, or they wouldn't put a branch campus there if they couldn't live up to it and provide for the University learning infrastructure.
