Third Imperium Bases Outside It's Territory

Does the Third Imperium maintain Navy or Scout Bases outside of the Third Imperium borders on friendly worlds? Similar to current military bases on foreign soil of other nations.
 
There's an XBoat chain running spinward-coreward from Five Sisters subsector to fairly deep in the Beyond, and many worlds along it are client states with scout bases. One has a research station too.
 
There is Chandler Station which is not in its territory as such:

Book 1: The Great Rift, p.9.
"Chandler Station receives resupply ships from beyond the rift and is frequently visited by Imperial Interstellar Scout Service and naval vessels whose crews do not acknowledge they are engaged in trans-rift patrol or scouting operations but politely maintain their vessel
has arrived as a courtesy visit, just like it would at any other Imperial starport. In this, Chandler Station differs considerably from Riftspan Station; Chandler is very much Imperial territory, complete with a platoon of Imperial Marines to defend its tiny consulate..."

Yes, according to canon the IN and IISS do maintain bases outside the borders of the 3-I.
Some systems have an out-and-out Imperial facility [a Naval Base or Scout base] in system. For example, Nebeth/Egyrn in the Trojan Reach.
If a world's Allegiance is listed as 'Cs', it is a client state of the Imperium and has agreements to allow Imperial forces vessels basing rights at their facilities. You can find several examples of these in The Beyond and Vanguard Reaches.
Lastly, some multi-world governments have treaties with various clauses that allow Imperial ships passage, repair, or full basing rights.
