You forget however that the Surcouf was designed with the intent of combatting Germans(okay, not necessarily Germans, but it sure as hell wasn't designed with the intent of fighting Americans). It's intended enemies weren't likely to make use of such heavily armed convoys, since its traditional enemies were A-not allowed to possess a military naval force, and B- if they did, they probably wouldn't have one capable of protecting a convoy quite so well(or even utilize protection, the intended enemies shipping wasn't trans-atlantic, they were short trips, maybe across the Meditteranean or English Channel, not really going to waste time with Destroyers there are we?).

One of the Japanese "candy toy" companies (Takara?) does a lovely full-hull model in 1/700. Mr Chaos out to get one!

The intended target of the french navy are not only the German but mostly the Italian in the idea of a north african war and a contest for trans-mediteranean supply.

With his plane the Surcouf can attack for long range and have plenty of time for diving. If the escort is not to big he can try to use his range to kill them in the time they need to find her.

They can't attack alone a large convoy but they can attack and destroy a small one even if it was protected.

But as often the real trick was not the damage but the politcs you can make on the potentiality of the damage. The french take care to have a maximum of secrecy around this ship. In Vas you can try to threat to surface this ship and make the lucky crit who will throw his battleship to the bottom of the sea. :P
