Odd question about the Psionic Ability Telempathy (page 198 of book)

This ability serves well in the handling of animals and beasts of burden, but may also be applied as a psychological weapon against humans. Sending of emotions such as love, hate, fear, and others may influence other beings (although not necessarily in the manner desired). The Effect of the Telepathy check is used to judge the strength of the emotion projected.
Other telepaths will always recognise when someone is using telempathy to bend their emotions but others will not. The change in mood may be dramatic and inexplicable but most will simply ascribe it to the mercurial nature of human emotions.

What is to prevent a psion from instilling crippling fear in an opponent during a fight? or before a fight to avoid it? The opponent might not realize that they are being manipulated, they just 'get afeeling' that things would go badly and avoid a confrontation.
And how long would you think the feeling would last?
And a darker note, this makes the ultimate date rape power, or quickie marriage scenario. Rich person meets someone and falls in love, head over heels. Fast marriage and they are very happy for as long as it takes to get past the prenup. Anyone think this is possible?
