Part, but probably not all, of the Imperium defence budget, comes from mandatory contributions from planetary budgets.

Yep. And hence, the taxes on things like trade.

Of course not. No one posited that for the sole source of 3I income. That was put forward for A source of income for planetary gov't. Sales tax is more in line for empire level revenue.
