Tank Assault rule encourages suicide bombing?

Since the explosives don't go off until the charging unit's next turn, doesn't this encourage the vehicle to drive up to the enemy so that it can catch them in its lethal zone?

What is the thinking behind delaying the detonation until the following turn?
 
I believe that the bombs go of at the END of the bombers next turn, which means they can run away before they go off.

But yes, it is still risky but effective business to attack a tank...

Best tactic for infantry is to charge with the 1st action, then move back into cover with the 2nd action.
If the tank tries to take a charge action against them in his next turn they can react after the tanks move.

Ok, but what is the purpose of the delay? I mean is it simulating something? A game design decision? If the latter, what's the thinking behind it?

Without the delay the attacker would be almost all the time caught in the blast of his own weapon.
