Stealth and Multiple Scouts

This has been discussed in the Babylon 5 ACTA forum but I could do with a ruling or a link to it if one already exists.

Can you use the scout ability on two or more scouts to lower another ships steath rating by more than 1. For example, use Scout 1 to lower another ships stealth from 4+ to 3+ and then use scout 2 to lower it again from 3+ to 2+.

I know that stealth reductions from several different sources stack, eg being within 8 inches and scout ability, but does this.

multiple scouts dont stack on same target. maximum of -1 from scouts.
only advantage is if you lose one scout and you have multiple reductions you dont lose the reduction you do have.

Or you can redirect on the second scout roll.
