In addendum to my previous post:
Common Runes:
The affinity a character has with his runes also a addresses a small problem I had with physical runes, namely given that you may be carrying a pouch with half a dozen runes in it how do you find the one you need? With runic affinity it should be clear that it is almost impossible to grab the wrong rune.
Divine Runes:
Spell runes do not commonly have physical manifestations.
If someone does succeed in removing divine rune they may not integrate it. At least not without the consent of the god who granted the rune in the first place who is less than likely to be pleased.
It may be surprise some that I give lay members of a cult a chance to gain the cult's runes. The logic is that the chance of success is so minimal that no one is likely to bet a point of POW on it. Anyone who does and impresses the god enough to gain a rune is clearly on the road to greater things.
The POW+CHA test is intended as a generic standard. Some cults may have other tests -- POW+STR for Storm Bull, POW+INT for Lhankor Mhy, etc. POW should always be included and the base shouldn't exceed a max of forty or so.
