Not sure. High Guard lists a specific size for a hot tub. Double the size of a human for each person. 0.25dtons

The interwebs say 1.2 square meters is the average. The hot tub area is 3.5 x 1.5 meters, though presumable some of that is taken up by the form of the hot tub. 5.25 square meters. According to what I found, that could comfortably seat 4 people. It just doesn’t sound like it would be comfortable in a long row like this.
 
Finally getting to read the sourcebook more closely. On page 53, the text say the green bars indicate portions of the X-boat route but the map and legend both have the segments as white.
 
Page 68. The art shows two express boats with thrust plumes. Ironic as those are the only ships that won’t have them. ;)

The art on page 72 also has two express boats (with solar sails) under thrust.

Page 84, blue box, final paragraph. It states hardware granted skills like recon count against the target’s bandwidth. That is incorrect. Skills granted by hardware, weapons skill levels granted by fire control, and such DO NOT count against a robotic brain's bandwidth.

You have the pop-up pulse laser as costing MCr4.5. It actually costs MCr5.25.
Only the weapon price is multiplied by 1.5.
The final issue you have is that you can't house the 4-person custom crew in three single staterooms. Also, you have no common area, so that would be very uncomfortable, and morale would plummet.
In the Velos? Presumably they're double occupancy. The beds shown are presumably bunks, one on top of the other, not something we call out in stats, but presumed by the need to put more crew in the ship.

It's built on the standard Type-S scout ship, which also has no common area. Granted, in a Type-S, you could hang out in the workshop, I suppose, but that's not in the spirit of the rules either. It's a tight fit, and you need to get out for some fresh air after each jump.
First, I have to assume you will make some kind of handwave in the ship's description to make the jump drive a prototype TL16 version or that will mess everything up for the combined ship, too. You're already doing jazz hands for the conscious intelligence, so I recommend you just use this situation to show how smart Naalir is.
Good catch. The High Technology jump drive works for the combined ship, but if applied to just the Velos, bumps its TL to 16, which is unintentional. When the Velos is on its own, it loses the energy efficiency trait, dropping its altered TL from High Technology to Very Advanced, thus keeping the ship at TL15.

I'm not sure how that comes into play. It's a 2D roll with the modifiers listed, isn't it? That's what it says above, anyway. If it is an effect of the listed skills, then the text above should change to reflect that. It is one or the other, not both, right? In any case, this is confusing and likely should be clarified.
Have a look at your Core Rulebook. The roll for passengers is "The Effect of an Average (8+) Broker, Carouse or Streetwise check". This is merely a far more difficult check, but with more modifiers and greater range of possibilities to reflect the larger extremes of recruiting luxury passengers. It would be more feast or famine than seeking standard passengers.

2. Is the roll for a combined set of high and luxury passengers or one roll for each group? That makes a difference and should be clarified as well.
Every passenger recruited to voyage on the Ventura Fortuna is a luxury passenger. The text indicates, "Only ships with High and Luxury Staterooms can provide this level of service," meaning, you can be a luxury passenger in a high stateroom; you just don't pay quite as much. Much as you can be a High Passage passenger in a standard stateroom. The difference is in the level of service, not the name of the stateroom. The use of word "High" for type of stateroom vs. type of passage might be causing confusion.

No. You are wrong. High Guard page 51, says there are differences beyond merely service.

"HIGH AND LUXURY STATEROOM These are similar to the staterooms detailed on page 24 but are trimmed in finer materials and offer more space for the occupant." So, the difference is also in the size and in the finishings

Whatever moron decided that you can be a high passenger and not be in a high stateroom was an idiot. They are called High Passage and Luxury Passage for a reason. High Staterooms are called High Staterooms because they are for High Passage passengers. Same with Middle Passage and Luxury Passage. If this is not the same, then all someone has done is create confusion for no reason. Show Me one time where you are considered a first-class passenger in the coach-section on an airline? Does that feel like a First-Class experience to you?

Use the KISS rule. Keep It Simple Stupid. High is high. Luxury is luxury, Middle is middle.
