As noted, there are rules in the Central Supply Catalogue for combining various bits of armour.
The one thing I would note is that before this was published, some bits of armour (like the Protec Suit in Mercenary) were specifically stated as 'can be worn under other armour'.

Items like this, and things like Subdermal Armour implants, should still apply their full armour - they're explicitely designed to be layered with other things.

Central Supply Catalogue sounds like an interresting book, I might get it further down the line, but I will probably play mostly in the Judge Dredd setting, so it isn't at the top of my to get-list right at the moment.
 
Since me and my players love hitzones and thus a more dramatic game feeling, I came up with my own rules covering hit zones and aiming for certain areas of a body. ;)

I think due to the rule "the character can only aim for a zone if he/she used at least 2 minor actions for aiming" the players will only aim for hitzones if it is actually needed.

Tried this for a while (similar to an idea mentioned up-thread)

Effect of to hit roll : Location (vehicles)

0: graze of arm/leg (fender/cowling/bumper)
+1: graze of torso (lights/sensors)
+2: arm or leg (grill/engine - reduce speed 10%)
+3: deep arm or leg (window/viewport - reduce agility by 1, make routine pilot/drive check or lose control)
+4: torso (engine/fuel - reduce speed 20%)
+5: chest/neck (tire/suspension/wing - reduce agility by 2, make diff pilot/drive check or lose control)
+6: head (crew compartment - 1/2 damage to passenger(s))

Mostly for one player that wanted some definition to where the damage was striking, quick and dirty but seemed to work. Now I just make it up on the fly. One fun thing we found though was a vehicle that took a couple hits and got to "-2 agility" so I applied it to every task the driver tried - saved the PCs butts!
