If the first Damage Dice is allocated to a tank or something larger than 2X" across, does that nullify this effect because no model can be X" from the center?
 
not realy sure what your saying from your post as the wording is a bit ,,mmmmmmmm and err..

but il answer the question i think you asking.

if a big gun hits an enemy unit then that weapon doese say D10 damage if it also doese D6 damage to stuff in the X area then that is not applied to the target of tha attack as that received the initial attack, the rest is blast damage, imagine it as bits of tank flying allover the place or a Hight exsplosive round where the initial impact takes all the damage and every thing else is hit by shrapnel and blast from the explosion..

If you hit a size three or greater model (like a M1A2 Abrams) there will be no collateral damage, all damage is concentrated on that tank. If you target something smaller (like a person) then that target takes the full brunt of the attack(say D10+4) and everything within 'x' inches takes the collateral damage(say D6+1) which represents fragmentation effects.

That is how I understood it to work.
However, perhaps someone could explain why a rocket hitting a person made of meat creates more collateral shrapnel damage than a rocket hitting a tank made of metal. I don't have any experience with military weapons, but that just doesn't seem right to me.

It is unlikely, very unlikely, that your missile (or whatever) is hitting the guy. It is far more likely that it hit the ground/wall/rocks he is next to. . .
 
Matt: that does indeed contribute to the ordanace's lethality.

Look at it this way: a shell or rocket has a finite amount of explosive packed into it and can therefore affect only a finite radius around the impacts site. If it impacts a tank's centerpoint and you measure two inches out from that point the effect won't extend beyond the edges of the tank. If, however, it impacts a person(or the ground where he stands) and measure out two inches the blast will extend about an inch and a half beyond the model. Plenty of distance to injure someone standing nearby. And remember it's not the target hit that creates the shrapnel but the casing of the projectile that's hitting it(in most cases).
