Battlefield Evolution could be made into a ruleset that could support cross-setting play. The convertion process would consist of two steps:
Step One: Throw away all the existing rules
Step Two: Write new ones
That's quite good point. Game in which one side enjoys such superiority would be extremely boring. Try to run Traveller as a miniatures game, not as RPG. With two forces equipped with military-grade equipment from two completely different TLs.
