Whilst I admit that a have been somewhat against the enhancing of Raider fleets on the principle that they can't have really powerful ships because they would be too much of a threat and be hunted down by major governments.
However thinking about that doesn't stop you from having as a Raider fleet before it gets hunted down and destroyed. Hell that could be what your battle is representing (in one off games). In tournaments this sort of fluff reasoning is fairly academic. Bit more difficult to explain in a campaign (where have they magically acquired these ships from? They can't build them) but since the players make all the decisions for their in campaign governments they can choose whether or not hunt the Raiders down.
So in conclusion: This seems to be a good idea for making the Raiders a bit more competitive (although they should remain the underdogs as designed to some extent).
