Quick E-Mine Question

Say the range of a given e-mine or something similar is listed as 40" and the effect area is 3" (thus adding 3" in theory to the 40"). Would the true range (maximum) actually be 43" at the longest or does the listed 40" range incorporate the 3" effect area already?

The 40" range indicates the distance the center point of the emine may be placed from the launching ship. So you do actually end up getting an extra 3" from the blast radius on the emine.
