PSI tolerance outside the Imperium

I just ref'd my first session with my pals. The very first player rolled a PSION. The adventure we
are running is 'The Borderland Run'. I gather that the use of PSI powers is proscribed within the
Imperium, but are they more tolerated outside it's borders? Also, do the Aslan have any
restrictions on the use of PSI powers?

At a guess it varies wildly between systems.

Imperial client states would tend to frown on Psi-usage?
Zhodani client states would tend to allow Psi-usage?
 
Psionic powers are so rare among the Aslan as to be completely unknown As a science to them, so I doubt there would be formal restrictions, but I imagine any use that came to the attention of the local powers would not get a pleasant response.
 
Vargr are all over the map and the chaos tends to prevent any real organized research and training. K'kree distrust but allow it to certain favorable groups without prejudice. Psionics for Hivers are not naturally psionic.
 
You have two opposing cultures with diametrical opposite views on it.

The Vargr have subspecies that can tap it, and have contact with both the Zhodani and the Imperium; being populists, what matters would be their local leader's take on it.

The Confederation, probably depends if they consider them human, and part of a natural evolution or an aberration. And if they constitute a threat to the Party or the planetary hierarchy.
 
Hivers are an interesting case: there are no recorded instances of a Hiver with any psionics whatsoever, and all Hivers appear to be immune to psionic powers such as telepathy and similar Special powers. (Psychokinesis affects them, they can be observed with clairvoyance, and presumably someone with a sufficient level of teleportation to teleport self and other could affect a Hiver. Awareness is self-only by nature, so it obviously would not affect a Hiver.) But Hivers are very interested in psionics, and actively research it, in an effort to understand why they don't have psionics.

All other life forms have at least some psionic potential. It varies in prevalence, from (apparently) universal in Droyne to uncommon in races such as Aslan. It is even found in some microorganisms. But not Hivers.
