Pocket Empires

I think so. Matt Sprange several times mentioned a supplement named
(if I remember it right) "Dynasty", which seemed to be a successor to
Pocket Empires.
 
Here is one example, from a 2008 Planet Mongoose:

Dynasty
For the Traveller who has everything - a chance to set up your own
empire among the stars and run it! We'll be testing a few concepts in
RuneQuest Empires, which is a more down to earth version (more magic,
less interplanetary travel. . .), then start development on this one. Expect
to be able to run (ruin) the economy of entire worlds, launch invasions,
and breed enough kids that one might just live long enough to take over
the reins from you. Dpeending on what direction development goes in,
you may just be able to run anything from the 'I've got a planet ticking
over while I travel' campaign, to something closer to Masters of Orion.

I've fooled around with it *some* and it has some promise as an ongoing campaign system: http://www.vbamgames.com/

It's got provisions for non-player empires and their personalities. I especially like the "campaign moderator" who can referee and enable secret spying between players, secret pacts between players, etc. It also integrates an existing war game system for settling fights, but you can do your own.

I'd very much like to see Mongoose's take on this concept as well as solitaire Travelling.

I'll take a peek when I get the chance - but I'd appreciate your impressions of it in general, and some discussion of how system-specific it is, or whether it makes certain technical assumptions that would make it fundamentally incompatible with Traveller - essentially, I suppose I'm asking, "Could this be easily grafted onto Traveller?".
