Oghma Raiders (Drinax related)

What sort of culture did GM's use as inspiration to describe how the Oghma raiders operate? I am trying to figure out how I want this tribal raiding system to work and am looking for ideas.
 
This is a good question. I haven't given that much thought beyond these facts:
  • There are approximately 40 million people on the planet
  • GeDeCo owns and runs the starport
  • There is an "agreement" between GeDeCo and the Oghman's that they stay out of each other's business and everything will be fine.
  • GeDeCo does NOT want to rock the boat because they don't want to have to dedicate the resources to hold the starport against the Oghmans.

I envision the culture to be one that is similar to the old Germanic barbarians or Vikings. Each clan has a fairly high level of autonomy but there is one clan, that by strength of arms, that is considered the "primary" clan. The others all pay homage to that clan in some form, and the leader of that clan is the considered the "leader" of the planet.

They would have a very strong code of honor, though most "civilized" people would think not recognize it as such, that dictates their actions. Changes in leadership at any level are done through challenges, possibly single combat. At the clan level it would probably be the challenger against the leader. At higher levels it might involve champions who represent an entire clan or even small units of fighters.
