I agree on this one. One comment I have is that this does do a good job of allowing the GM to fairly easily apply a shift of campaign focus...zeroing out the populations certainly produces a rubbled TU; whereas raising them really fills the place up with mid-low tech worlds.

I'm considering altering my posted syste to take this into account -although I do suggest some less harsh filters, it still is harsh.
 
Well, the TL filters were placed there based on the 1980 TL tree. Any new TL filters will need to be done using the (slightly) revised TL tree from MGT. Basically, Earth early 21st Century is TL 7-8, not TL 8-9 as in the original CT definitions.

This will bump down the TL's for the various atmospheres a bit (maybe 1 TL on the worst cases. I would argue that by TL 7-8, survival in just about any of the atmospheres in Traveller is possible, except for ATM C...

That was part of the motivation behind my downbumping of the TL restraints, and with differentiating habilitability and survivability

But, that said, it doesn't change the effect of zeroing all that much -the decision to elevate or zero is < I think< one of those points that can have a significant impact on the flow of the campaign.
 
Agreed Captain, I was actually posting that to support your position. Any time people start comparing TL's between CT and MGT, there are going to be some problems.

Regarding the TL elevation or POP 0 issue, I am in favor of TL elevation.

In any reasonable interstellar society, if people need to be there, they will have the TL necessary to be there, any other idea is silly.

Now in Hard Times or during a Long Night, there is no reason to believe that they would be able to maintain that Technology and would actually die out, so in a TNE or Milieu 0 setting, die-back would make more sense.

Maybe both should be presented and based on the GM's view of the universe, either method could be used.

That certainly would be my solution....I like the idea of noting key points where it is relatively easy to swing the overall result in a given direction.

I think this is clearly one of them - did we run into any others?
