It's just presented for general amusement, but I don't think this works for Traveller at all despite being technically canon. It makes far more sense to raise the TL that is rolled to the minimum than to just kill everyone (unless we're talking about the Collapse era, of course).<snip>
I agree on this one. One comment I have is that this does do a good job of allowing the GM to fairly easily apply a shift of campaign focus...zeroing out the populations certainly produces a rubbled TU; whereas raising them really fills the place up with mid-low tech worlds.
I'm considering altering my posted syste to take this into account -although I do suggest some less harsh filters, it still is harsh.
