Minimum Operation Ranks

In the Ship Builder Manual there is a minimum Operation Ranks needed for the sensors and the ECM suite to operazte it at full ranks.

Is this a new rule ? an optionnal rule ? I dit not find this think in the core book.

I believe the minimum rank is between all sensor operators. Based on the experience level of the crew, more sensor operators may be needed for the ship.
