Yes, it can, but by the rules it will still be a TL-15 ship.

Every item will be double tonnage and 10 times the price.

Build a TL 12 scout with prototype J-5 and it has a 35 ton jump drive and depending on whether you make the price 10 times what the tonnage would be at TL 14 or 10 times the prototype tonnage price it is either ~260 MCr for the drive or 520 MCr. Add the 50 tons of fuel and bridge and you don't have room for much else. That doesn't account for what your disadvantages are, better not take size.

I'd like to see your hypothetical TL 17 prototype made at TL 15 with all components that prototype. Won't be cheap or full featured. Make it simple a 1000 ton freighter with minimal crew and passengers, maximize cargo. Might have J-8 with collectors but still not much cargo would be my guess.
 
However.

It IS reasonable that a TL11 navy might have a few prototype TL12 spinal Meson guns. Especially if they are aware their TL12 neighbour has them on the production line.

Just sayin'.
 
Gwydion, I really appreciate your gear-heading so many of these ships. I'm not a number cruncher myself, but It's nice to know that when you need a stat sheet, there's a good likelihood that it's out there.

My take on a 400-ton Sylean Transport cerca -400 3I. It is designed for the dangerous, pirate-filled 60-parsec 31-jump Annililik Run from Sylea to Vland.
