Hi,

I would like to know the position of Mongoose Publishing on amateur / personal publication (without commercial gain), as Traveller is *not* an open-game content. I'm working on a new character sheet, including house rules and new skills / specializations. I copy the various careers of the corebook as a basis for character creation, because the skills will differ slightly from the original book.

Can I upload the French PDF file for free once completed ?

The safe thing to do would be to send Matthew Sprange of Mongoose an
e-mail and ask him, he is the only one who can give you an answer you
can rely on.

The OGL allows you to use the skills. It also gives you the ability to take what is there and modify it. Only the characterstics cannot be modified like that, you just have to create different characteristics.

Adding new skills and Characteristics is perfectly within the OGL.
