I would disagree.
If the max that can be ROLLED is 18, then the racial max should probably be 2-3 points above that (like humans).
I would say max Racial Dex would be 21. That is 3 points higher than can be rolled naturally and matches the 3 points higher for humans.

Hmmm ... You do have a valid point there, but I'm still sticking to my answer (smile).
I'm basing it on the fact that while humans roll 2d6 for Dex as a base, the wee small alien beastie gets to roll 3d6 for a maximum Dex of 18.
Now what the aliens absolute maximum dexterity is, I don't know. Your point about human absolute maximums being 15 is, indeed, correct. This might also be the case for the wee beastie, but as I said before... I don't know.

So, I am rolling up a wee-alien and I roll a 17 for his Dex.
What value to I get for my character? You wouldn't let me keep the roll I got? Seems strange.
What do you do with the LARGE, STRONG aliens that might get 4d6 for strength? Limit them to 15 and half of the species will be at the racial max. That doesn't seem reasonable.

I think you may have accidently mis-read my reply.
I agreed with your comments about the absolute racial maximum for humans was 15 (or 3 higher than what was possible to be rolled). As to what the wee aliens racial maxium would be, I had said I had no idea, but as the original question was a choice between 15 or 18, I indicated the latter (18) as the wee beastie was an alien and not a human.
The Human racial maximum limit of 15 can only apply to humans, and not aliens.
To use your example of a large, strong alien with 4d6 for strength, then the maximum rolled strength can be 24.. Now is the maximum racial strength for that large, strong alien 24 (max roll) or 27 (3+ max roll) I have no idea, and the only person who would know is the GM / creator of that alien .
But I don't think I implied that the limit of 15 as a maximum applied to every thing.

Sorry, I did get confused. Somewhere I got it in my head that you thought the limit should be 15 no matter how many dice were rolled. I reread it and see that I was totally FUBAR.
