Making a force

Trying to build a force and am getting confused. Rulebook states:

“Unless otherwise stated, every model in your force listed as a Hero starts at Level 1.
You must immediately add +1 to two of the following for the Hero; Move, Agility, Shoot, Melee, Melee Dice and Will.
If you are upgrading a Minion to a Level 1 Hero, you must also add +1 Hits.
You must then give it two Talents.”

Does this mean that I only add 2 talents if I am upgrading a minion, or do I also add 2 talents to the hero?

Example: if I buy the standard psi judge at 175 credits, I could increase the agility & shoot by +1 each, then add Ectoplasmic Shield and Danger Sense as psi powers (2 Talents)?

If I buy a Street Judge at 150 Credits, I could increase the Agility and shoot by +1 each, and add 2 talents to his existing talents?

If I only add talents to the upgraded minion, what powers does the Psi Judge start with?

Incidentally, how much of the various ammo's does the lawgiver have?
 
You've got it.

There are some heroes (Judge Cal is one) that have talents already assigned. If the don't have talents already, you get to pick them.

Guns have unlimited ammo (unless stated otherwise).
 
Basically, there are 3 scenarios for heroes:

1: Upgrade a minion to a hero.
2: Model already listed as "Hero" (Street Judge, Psi Judge etc).
3: Model listed as "Level X Hero" (e.g. Chief Judge Cal, Nero Narcos, the Angel gang).

The process for each of these is as follows:

1: Add +1 Hits. Add +1 to 2 other stats. Add 2 talents.
2: Add +1 to 2 other stats. Add 2 talents.
3: Do nothing, until they gain some experience and go up a level.

Sorry guys, I searched and found this thread because I was also confused by this aspect of the rules, and reading the replies leaves me still confused. Greg's answer states clearly that if a character is purchased from the list and is already a Hero level 1 then you take the listed Talents and no others, but reading the rules as written and at face value, and chaoschild's response, these suggest that you add an extra two talents to the ones listed for the character in the rules.
Can someone please state definitively which reading is correct?
Sorry to be a nuisance, but I don't want to turn up at the club with an overpowered force leader!

There is a difference between a model that's listed as a Hero (most of the available heroes are like this) and a model that's listed as a Level 1 Hero (Chief Judge Cal and Nero Narcos).

If the model is listed as a hero with a specific level (even if that's level 1) then they do not get any advances. You take them exactly as listed in the force list, but they can accumulate experience and improve from that point on.

If they are listed as a "Hero" with no level specified, then you add 2 stat increases and 2 talents. They're then a level 1 hero from that point on.

Does that clarify things? I think Greg and I are in agreement as to how things work, but we're just explaining it differently.

Not sure how much weight my word carries, but for what it's worth, this is the correct application. The rules as written aren't always concise to every single application, so sometimes we have to suss things out on our own. This is how my group has sussed this situation out. :)
