This covers BOTH any monthly check ups and light bulb replacements the ships engineer does as part of his daily maintenance while the ship is in use AND the two week overhaul at a shipyard once a year where the ship is completely shut down and opened up by a dedicated team of engineers hired using the bulk of the monthly cost.

This is what I expect was the intent, but I would like to still see the section cleaned up so that it is clear what is intended including what the time frame in docks once a year really is.

I concur that it is unclear.

The rate chosen is not in line with other editions.

One of the few reasonable justifications for the high costs of LS was often a rationalization that it included routine operational maintenance.

Still, Annual maintenance was a minor part of the Traveller feel.

Aramis mentioned in another thread elsewhere that some things are going back to CT (such as ship mortgages).

In CT life support was only charged on a -per occupied- stateroom basis, just as cryopods were only charged maintenance on a -per occupied- basis. I think that's the way to go for CRB 2.0.

As far as the annual maintenance goes, it was 1/1000 the cost of the ship, and was paid annually and the work done at a starport in a two-week period. I'm not against the monthly thing, but the annual two weeks in the shipyard for tearing the ship down (where needed) makes more sense than trying to do it monthly. Nobody does that today for that sort of maintenance on a vehicle.

Plus the maintenance section in CT mentions that crews still get paid and the ship mortgage still needs to be paid. From The Traveller Book:

3. Routine Maintenance. Annually, a starship should be given a complete overhaul in order to insure that it is kept in good working order. Such maintenance costs 0.1% (1/1000th) of the cash price of the ship, and requires two weeks at a class A or B starport. The owner must make
provision for payment of the maintenance fee when it comes due. Crew members generally take their vacations at this time, but must still be paid. The ship owners must make provision for the expected loss of revenue while the ship is out of service.

In this I think the CT explanation works out pretty darn well.

General ship maintenance and mortgages goes under fixed costs.

Life support (though probably not most of the equipment) goes under operating cost.
