There are parts of the OTU which are not within the Imperium. For example the Solomani Confederation is a Republic. Are there Solomani Nobles? Maybe someone can look it up.

The Solomani Confederation is the third largest Human interstellar state, exceeded only by the Imperium and the Zhodani Consulate.
The chief governing body of the Solomani Confederation is the Secretariat. The Secretariat is presided over by the Secretary General, who is elected from its membership. The Secretary General is the chief administrative officer of the Solomani government, and while the office holds great power, it is fully accountable to the Secretariat.
Representatives to the Secretariat are appointed by the governments of the individual districts. The number of representatives each district may appoint is determined according to that district's contribution to the Solomani economy. A district typically consists of a single world, but low population worlds or DEPRESSED areas are combined into multi-world districts. In the case of a district such as this, an election is held to determine the representative from that district. These, however, are not elections in the normal sense; the governments vote, rather than the populace. Each government of such a district is allocated votes, again, according to its economic importance, which are used to elect a representative for that district
okay then what is means is the type of representation depends on the specific government types of the worlds within the Solomani Confederation, if it is a Democratic Government, then that Would has democratic representation in the Secretariat. Not exactly my preferred form of Representative Government, but it seems to be modeled after the United Nations. But still it is not feudal, a son of an important official is not guaranteed to have power and influence like his father. Social Status is not inherited, it depends largely on how many friends you have among the various planetary governments of the Confederation.
 
The Solomani hierarchy may resemble the Republic of Haven, though how far their welfare policy and programme go is probably very much upto each individual world.

Noble titles would be relics of planetary history and society, more a courtesy, though the family may have managed to retain or even expand it's political, economic and social power. The planetary constitutions may have retained some political role for the aristocracy as a whole, or just the ruling family as a figurehead head of state. Some may have leveraged this into obtaining influential positions in the Solomani Party.

Actually Imperium is set in the FIRST Imperium.

The rules were started as generic. The box tagline went something like....if you always wanted to be there, even for a minute...referring to Sci-Fi book settings/events. The 3I setting started with Kinunir. IIRC

Buy an imagination and you'll find it useful for more than in the 3I. :shock:
